Ambassador Guilherme de Aguiar Patriota delivered Brazil’s General Statement at the Thirty-First Session of the WIPO Committee on Development and Intellectual Property (CDIP) on November 27, 2023.

Focusing on the development agenda, Brazil highlighted the need for WIPO to align its intellectual property mandate with the United Nations family’s goals, especially aiding developing countries and LDCs in achieving their development objectives. The delegation underscored the importance of the norm-setting aspect of the development agenda, addressing past concerns about protecting the interests of rights holders over individual creators and innovators. Brazil acknowledged positive projects on the CDIP agenda but stressed adherence to member-driven and needs-based assessments.
